		<description>In a perfect world I could not agree more.  However we live in a imperfect world where, like the White House fiasco, the &quot;perimeter&quot; security cannot always be trusted.  The Salahis got in and so could a terrorist network infiltrate our ports.  Sadly we cannot fully expect exporters to protect our security at the source.  Wish it were so, and yes it does make total sense, but...
