In January, the Food Safety Modernization Act (FSMA) was passed and signed into law. The bill increases the Food and Drug Administration’s authority over food recalls. It allows the FDA to require food producers to have safety plans and enhances the FDA’s ability to improve the safety of imported foods. It’s probably dead on arrival, but President Obama’s recent proposal to spend $53 billion on passenger trains and high-speed rail projects over the next six years strikes me as a particularly bad investment.  Improving the rail infrastructure for freight, however, could have a real payback.
